Each year up to 10,000 young people in New Zealand leave school with little or no formal qualifications. This is of major concern to a nation focusing on developing a knowledge economy.

By drawing together available data, including administrative data from the Ministry of Education, Skill New Zealand and the Ministry of Social Development, it is possible to identify characteristics of school leavers with no qualifications and to examine some of the paths they take.
