Upcoming data changes

 

  • Statistics New Zealand will be republishing National Accounts (Income and Expenditure): Year ended March 2014 on 30 January 2015 to correct an error in the 2014 current-price estimates for taxes on imports and production. See the Revisions tab of the information release for more information. View list of affected series.

  • Information about data changes for Auckland Council: Changes to Auckland’s local government came into effect on 1 November 2010. For information on how Statistics New Zealand is managing data affected by the council restructure, please visit www.stats.govt.nz/aucklandcouncil. We will add details in the 'Changes by date' below when Infoshare is affected.

Details of the series changed will be added to the calendar below before the data is released.

We will publish November 2014 livestock data with the December 2014 results in late January 2015.

 19 December (ITM) International Travel and Migration - ITM
Impacted series: 'Permanent and long-term migration by ctry of residence, occupation (ANZSCO major)' and 'Permanent and long-term migration by ctry of residence, occupation (ANZSCO minor)'.

Changes to the coding of nurses
From November 2014, the categorisation of nurses in International Travel and Migration series changed. This can be seen in the associated Infoshare series from 19 December 2014. Previously we recorded many nurses at a lower skill level on the classification, as 'enrolled' nurses (category: 411 'Health and welfare support workers'). We now recognise that more often nurses are 'registered' and classify them to a higher skill level (category: 254 'Midwifery and nursing professionals').
The change in treatment of 'not further defined nurses', creates a discontinuity in our time series. If you want to analyse a time series of nurses we recommend combining the two categories and analysing them together. In the 'Permanent and long-term migration by ctry of residence, occupation (ANZSCO major)' series we recommend combining categories '4, Community and Personal Service Workers' and '2, Professionals'. In the 'Permanent and long-term migration by ctry of residence, occupation (ANZSCO minor)' series we recommend combining categories '411, Health and welfare support workers' and '254, Midwifery and nursing professionals'.

(SND) National Accounts (ANZSIC06) - System of National Accounts 1993 - SND
(SNE) National Accounts - SNA 2008 - SNE

Gross Domestic Product: September 2014 quarter will be published under the SNE series on 18 December 2014.

We are discontinuing our national accounts series on an SNA93 basis (SND series), and will no longer update them. We are replacing them with new series, on a 2008SNA basis (SNE series).

For most published series the new identifiers will be almost identical to the discontinued series. The change is to replace SND at the start of the series identifier with SNE. The exception is for the rolling annual series identifiers that we release with the quarterly volume estimates, which are being substantially restructured.

 11 December  (CPI) Consumers Price Index
For the November 2014 Food Price Index, we imputed monthly food price movements for the following regional pricing centres:
• Whangarei – from Hamilton
• Napier-Hastings – from Tauranga
• New Plymouth – from Hamilton
• Palmerston North – from Hamilton
• Invercargill – from Dunedin.
We did not receive food prices for these regional pricing centres during November 2014, due to industrial action by some price collectors.
The following series will therefore show imputed monthly price movements for November 2014:

• CPIM.SEF01 – Napier-Hastings
• CPIM.SEG01 – New Plymouth
• CPIM.SEI01 – Palmerston North

 8 December  (MFG) Economic Survey of Manufacturing
We revised the raw materials and finished goods stocks series from the March 2004 quarter to the June 2014 quarter for these industries:
• meat and dairy product manufacturing
• seafood processing
• beverage and tobacco product manufacturing
• petroleum and coal product manufacturing.
We made these revisions because we updated the method of modelling the tax component of these variables from administrative data received from Inland Revenue. These revisions also affect the volume of closing stocks of finished goods for these industries.
We also revised data for all manufacturing (raw materials values, and finished goods stocks values and volumes) to reflect these changes, as with the relevant all manufacturing excluding meat and dairy series.

(OTP) Overseas Trade Indexes - Prices
We are introducing new time series identifiers for the overseas services trade price indexes from the September 2014 quarter release onwards. This change is according to new international standards set by the International Monetary Fund’s Balance of Payments Manual sixth edition (BPM6).
The two main changes that impact on the overseas services trade price indexes, in addition to some slight coverage changes, are:
• ‘merchanting’ moves from being classified as services to goods
• ‘repairs of goods’ moves from being classified as goods to services.
Note about other changes:
• The overseas trade services indexes were recalculated from the December 2009 quarter to the June 2014 quarter with new weights and BPM6 changes.

• The new index reference period of the OTI services trade price indexes is the June 2014 quarter (=1000). The previous index reference period was the June 1997 quarter.

• For index series with coverage changes (ie other services and transportation services) the new index time series will start from the December 2009 quarter. The index time series with no coverage changes (ie travel services and government services) will be linked to the old series at the December 2009 quarter.
We are discontinuing the old quarterly series identifiers from the June 2014 quarter. The discontinued series and their replacements are in the following table:

We made some revisions to June 2014 data. This affects the series for litres of beverage and litres of alcohol for spirit-based drinks, total spirits, and total beverages, and alcohol per head of population for the June 2014 quarter.

 21 November  (SNE) National Accounts - SNA 2008 – SNE: Historical data with updated international standards and new base year
The next release of quarterly gross domestic product (QGDP), on 18 December, will include new international standards (System of National Accounts 2008) and an updated base year (2010).

See Preview of 2014 national accounts improvements for a summary of the changes.

We’ve received requests for earlier publication of historical data with the changes, so customers have time to fully understand them and update their analytical systems before 18 December. To meet this need we are releasing historical time series on Infoshare on 21 November, at the same time as the National Accounts (Industry Benchmarks) and National Accounts (Income and Expenditure) information releases.

(SEP) Ready Mixed Concrete by region: September 2014 quarter (SEP+.SAF++)

REVISIONS: We have updated the method used to identify sensitive cells within the ready mix concrete regional series to the current best practice method. This change in methodology has meant some cells no longer require suppression. These cells have been released in the regional series today - 17 November 2014 at 10:45am.

 31 October (RTT) Retail Trade Survey
We are introducing a new seasonal adjustment package (X-13 ARIMA SEATS) for the Retail Trade Survey from the September 2014 quarter (published on 17 November 2014). This change affects all seasonally adjusted and trend series for retail trade. For the first time, we will also be seasonally adjusting the two vehicle-related series.

We are releasing backdata that has been adjusted under this new seasonal adjustment tool; including the new seasonally adjusted vehicle-related series.

 31 October (LSS) Livestock Slaughtering Statistics data released for September 2014 month and quarter
 28 October (TSA) Tourism Satellite Account
Tourism Satellite Account: 2014 (released 28 October 2014) includes a number of revisions that have affected the tourism expenditure time series back to 1999, and the employment estimates back to 2001. Detailed tables (appendix 5 of the 2014 release), which have a finer breakdown of expenditure and employment, have been developed for the year 2011 only. Previously published finer-level data for the years 2008, 2009, and 2010 are no longer applicable due to these revisions and is indicated accordingly.
 28 October (TSA) Tourism Satellite Account
The Tourism Satellite Account 2014 (TSA 2014) now includes an education series covering international student expenditure (staying less than 12 months) from 1999–2014.

This new series can be found under the Infoshare heading: "International Student Expenditure less than 12 months".

(LTD) Long-term data series - LTD Use with caution

 The annual long-term data series for balance of payments (BoP) have been updated with the most recently released BoP data that incorporates the implementation of the Balance of Payments Manual, sixth edition (BPM6).
See Preview of 2014 balance of payments improvements for more detail on the methodology changes.
After the BPM6 updates, the long-term data series for BoP were discontinued. Please refer to the BOP BPM6 series in the table below for data going back to the year ending March 1972. If you need data prior to March 1972, refer to the discontinued long-term data series. Annually, as any revisions are made to the BoP annual data, the BOP BPM6 series will be the series that is revised.

 24 September (TEX, TRX, TIM) After the release of Overseas Merchandise Trade: August 2014 on 24 September 2014, selected confidential Harmonised System 10-digit codes will have more data publicly available. This change results from the annual confidentiality review.
The country group 'European Union Member Countries' in the Harmonised Trade sections now includes 'Destination Unknown - EU'.

Some of the balance of payments data series published at 10.45am on 17 September have since been corrected.

The data affected were the trend calculations for ‘primary income’ and ‘secondary income’ (previously referred to as ‘income’ and ‘current transfers’). Specifically this affected the following series:

(BOP) Balance of Payments
(IIP) International investment position 

We are introducing new quarterly balance of payments (BoP) and international investment position (IIP) series identifiers on 17 September 2014. These accommodate our implementation of new international standards laid out by the International Monetary Fund in the Balance of Payments Manual, sixth edition.

We will also introduce new annual BoP and IIP series identifiers on 25 September 2014. We are discontinuing the quarterly and annual BoP and IIP quarterly series identifiers from the Balance of Payments Manual, fifth edition. The discontinued series are those beginning with BOPQ.S5, BOPA.S5, IIPQ.S5, and IIPA.S5.

The new series were restructured to coordinate with the new methodologies. They begin with BOPQ.S06 and IIPQ.S06 for the quarterly series, and BOPA.S06 and IIPA.S06 for the annual series.

On Infoshare, the new series are now grouped by subject to make access easier. Concordance tables, of the new series identifiers to the discontinued series identifiers, are available on our website, along with a paper outlining the data improvements.

Also, as part of the 17 September quarterly release, we will make new backdated data available on Infoshare.

 27 August

(CPIM) Food Price Index Regional (Separate Regions) (Monthly)

As at July 2014, we stopped collecting prices in Rotorua, Wanganui, and Timaru (as recommended by the 2013 CPI Advisory Committee), so we could re-invest the cost of collection towards funding CPI-related initiatives such as household living-costs price indexes and seasonally adjusted analytical CPI series. Price change for these regions will be directly represented by Tauranga, Palmerston North, and Christchurch, respectively.
At 10:45am 27 August 2014, the July 2014 FPI was released, with the price movements for Tauranga, Palmerston North, and Christchurch showing not only for these regions, but also for Rotorua, Wanganui, and Timaru, respectively. These price movements have now been removed for Rotorua, Wanganui, and Timaru. There will be no further monthly FPI figures published for Rotorua, Wanganui, and Timaru.

 18 August (VSD) deaths and (DMM) death rates

In May and June 2014 the Department of Internal Affairs registered a significant number (51) of neonatal deaths that had occurred in 2011 and 2012. Therefore, neonatal and infant deaths for the June 2014 quarter are higher than other periods, and 2011 and 2012 figures are lower than they would have been if these deaths were registered at the time they occurred. Quarterly and annual fluctuations in neonatal and infant deaths and death rates should be treated with caution. See Information about Deaths for more information.

The provisional June 2014 year and final March 2014 year rates published on 18 August 2014 have been calculated using the 2006-base mean estimated resident population.

Revised rates for all time periods from September 2006 onwards will be published in February 2015. The revised rates will be calculated using the 2013-base mean estimated resident population which incorporates 2013 Census data.

Net reproduction rates will be revised after complete period life tables for 2012–14 are published in November 2015.
 14 August (DPE) Population Estimates

We have revised the national population estimates 2006–14 based on census usually resident population counts from the 2013 Census of Population and Dwellings. The revised population estimates reconcile estimates between the 2006 and 2013 Censuses, and population estimates after June 2013 are 2013 Census based. These estimates will be released on 14 August 2014.

Extended series.
On 25 July 2014 at 10:45am, we extended four Household Labour Force Survey series.
For three series, we added new North Island and South Island breakdowns to the regional classification.
For one series, we extended the five-year age groups by adding two new age bands: 65–69 years and 70 years and over. We also added 10-year age bands.

The series with new North Island and South Island region classifications are:
Labour Force Status by Sex by Regional Council – HLF + .S2*.
Labour Force Status by Ethnic Group by Regional Council – HLF + .S2A*.
Youth NEET by Regional Council by Age – HLF + .S8C*.

The series with new and extended age groups is:
Labour Force Status by Sex by Age Group – HLF + .SA*.

 23 July (LAF) Local Authority Financial Statistics
On 23 July 2014 at 10:45am, we will release the Local Authority Financial Statistics with a few changes.

Museums (092) will be added to these series:
Local authority financial statistics income and expenditure (Annual-Jun)
Local authority financial statistics financial position (Annual-Jun)
Local authority financial statistics income and expenditure by activity (Annual-Jun)

Auckland Waterfront Development Agency Ltd has been reclassified and so has been removed from all series in the local authority financial statistics.
 21 July (ITM) Sampled counts for NZ traveller arrivals lower than expected in June 2014

Due to a system error, sampling of NZ traveller arrivals on 24 June was less than it should have been. This resulted in the sampled number of NZ traveller arrivals for June 2014 being 1.9 percent smaller than the actual count. The difference between sampled and actual numbers in this series is usually less than 0.5 percent.

Actual counts, seasonally adjusted data, and trend data for short-term NZ traveller arrivals are unaffected. Other sampled data, including visitor arrival, visitor departure, and NZ traveller departure series are also not affected.

 21 July (ITM) Longer seasonally adjusted migration series

With the next International Travel and Migration release on 21 July 2014, we will release extended seasonally adjusted data in the 'Permanent and long-term migration key series'. Data is currently seasonally adjusted back to 1996. However, the extended series will have data available back to 1982, providing a longer period of comparison. Some minor changes to existing seasonally adjusted data in the series may occur as a result.

Seasonally adjusted migration data will be extended for variables such as:
• Australia (country of last or next permanent residence)
• New Zealand citizens
• Non-New Zealand citizens.

 19 May (PPI) Changes following our review of the agricultural inputs indexes

We have changed the producers price index input tables for agriculture, so they align with the New Zealand Standard Industrial Output Categories (NZSIOC):
From March 2014 quarter data, the following two indexes for the farm types will not be available as part of Producers Price Index publication:
• sheep and beef farming
• cropping and other farming.
They are replaced by:
• sheep, beef, and grain farming (PPIQ.SQNAA1201)
• poultry, deer, and other livestock. (PPIQ.SQNAA1401)

However, the previous indexes are still available as part of the farm expenses price index. Refer to the ‘subtotal including livestock’ indexes of the farm expenses price index, tables 6 and 7.

These indexes have been given a base of the December 2013 quarter (=1000).

(FPI) Changes following our review of the farm expenses price index

From March 2014 quarter data, we implemented the following changes:

All the input type categories in the farm expenses price index will be published quarterly, as a table with the Producers Price Index. This includes indexes that were previously available for only the March quarter of each year:
• interest rates
• local and central government rates and fees
• wages and salaries
• all inputs indexes.
All series will be expressed on a new base of the December 2013 quarter (=1000).

Two new farm types have been added to the published series. We will publish data for the four farm types that align with the New Zealand Standard Industrial Output Categories (NZIOC):
• sheep, beef, and grain farms (new)
• dairy cattle farms (existing)
• horticultural and fruit growing farms (existing)
• poultry deer and other livestock farms (new).

We will continue to publish the farm types:
• sheep and beef farms
• cropping and other farming.

We have separated, some input categories.
• ‘fertiliser, lime, and seeds’ has been split into three separate indexes.
• In the dairy cattle farms series:
  o animal health and breeding, has been split into two separate categories.
  o feed, grazing, cultivation, and harvesting has been split into two categories:;(1) stock grazing;, and (2) cultivation, harvest, and purchase of animal feed.
The series reference numbers have been updated, using the following codes:
• all farms – SEH
• sheep, beef, and grain farms – SEB
• dairy cattle farms – SEC
• horticultural and fruit growing farms – SEA
• poultry deer and other livestock farms – SED

New series
On 28 April 2014 at 1pm, we will add three new series to the Household Labour Force Survey.
The first series provides data on youth not in employment, education, or training, by region. The second provides data on types of employment, by industry. The third contains data on ethnic labour market outcomes, by region. These three series will all be released with corresponding sample errors.

7 April (DDE) Demography Dwelling and Household Estimates

We have revised the dwelling estimates 2006-13 based on enumerated dwelling counts and tenure proportions from the 2013 Census of Population and Dwellings. The revised dwelling estimates reconcile estimates between the 2006 and 2013 Censuses.

We have also revised the household estimates 2006-13 to incorporate tenure proportions from the 2013 Census of Population and Dwellings. However, this is an interim revision. We will revise the household estimates again once the estimated households 2013-base is available.
