About the survey

What is the purpose of the Quarterly International Trade in Services and Royalties Survey (ITSS)?

The data collected from this survey is used to compile New Zealand's balance of payments statistics, as well as providing information to inform New Zealand's international trade negotiations. Information is collected by country; however, where there is a very small volume of transactions between New Zealand and a particular country detailed figures are not published.

Who is included in this survey?

This is a survey of New Zealand businesses that either export or import commercial services and/or receive or make payments abroad for royalties. The survey aims to capture 95 percent of all commercial services and royalties transactions within the Balance of Payments framework. The sample size is updated at periodic intervals using the Census of International Trade in Services and Royalties results. The annual International Trade in Services and Royalties Births Survey (ITSS births survey) is used to update the Quarterly International Trade in Services and Royalties Survey sample population. On an annual basis, businesses that account for a significant percentage of the value of New Zealand’s total commercial service transactions are added to the quarterly sample population.

About your obligations

Why should I provide the information to Statistics New Zealand?

Under the Statistics Act 1975 you must provide the information requested by Statistics NZ. It is also important that information from all of the businesses surveyed is accurately represented in the statistical results.

Will I be paid for providing information to Statistics New Zealand?

Providing information to Statistics NZ is a statutory obligation. There is no provision in the Statistics Act 1975 for people to be paid for providing information. Where possible, we request information in a way that is easily obtainable from business records. We also recognise that completing questionnaires can be time consuming. For some surveys, we provide survey respondents with information that can be useful for your business planning purposes. Survey results are available free of charge on the Statistics NZ website.

Will my information be shared with other government agencies?

The Statistics Act 1975 states that:

  • all information collected under the Act must be used only for statistical purposes
  • no information is released by Statistics NZ in a form that could enable the person or undertaking to whom it relates to be identified.

Statistics NZ does not share your information with other government agencies. Other government agencies can provide their information to Statistics NZ, but only for statistical purposes. Statistics NZ sometimes undertakes a statistical survey jointly with another government department or government agency. In all cases, respondents are informed that it is a joint collection. You may object to information being passed to the other party by writing to Statistics NZ. Where this right is exercised, Statistics NZ withholds the information from the other party.

Do I have to complete this questionnaire?

Businesses selected for any Statistics NZ survey must provide the information requested. This is a legal requirement under the Statistics Act 1975.
