This paper outlines the rationale, concepts, and definitions of the high-level classification categories for the institutional sector classification. Broad agreement on these is necessary before we can update the New Zealand Standard Institutional Sector Classification.
We need to update the 1996 classification so that it accurately reflects the current structure of the New Zealand economy. It is also necessary to align the updated classification with the most recent international revision of the System of National Accounts.
Detailed discussion of further issues of classification will be left to subsequent consultation papers.
Comments on this paper were taken until 22 June 2012. We requested comments and questions about the definitions and concepts outlined in the paper. Additions to the list of category issues were also welcome.
