When using ethnic group summaries, please note the following.
People identifying with more than one ethnic group
People can identify with more than one ethnic group, and are counted for each ethnic group they identify with.
Comparing ethnic groups
Ethnic group summaries show a comparison ethnic group. Please note that differences in outcomes between ethnic groups, such as housing quality and income, may be caused by differences in characteristics such as age structure and area of residence within New Zealand.
The default comparison shown is the total New Zealand population. This can be changed in the Search and compare box.

Learn how many people identify with the Congolese ethnic group, and how this compares with the Total New Zealand population ethnic group.
Two different population measures may be shown:
• census usually resident population count is the number of people who usually live in New Zealand as counted by the census. We show this only for the 2013, 2018, and 2023 Censuses. Census usually resident population count – 2023 Census: Information by concept has more information about how the census usually resident population is counted.
• estimated resident population is the best measure of the population that usually lives in New Zealand. It is higher than the census usually resident population count because it makes allowance for net census undercount and residents who were temporarily overseas at the time of the census. This data is available for the highest level ethnic groups (eg Pacific Peoples) and the New Zealand total since 1996 with 2018–2023 estimates subject to revision. Population estimates for ethnic groups are only available for each census year.
If the European population is selected, please note that the estimated resident population is actually a grouping of the European and Other ethnic groups.

Gender

The 2023 Census was the first to collect gender, and included an option for people to indicate another gender different to male or female. Older censuses collected a person's sex rather than their gender, using only male and female categories. Data standard for gender, sex, and variations of sex characteristics has more information about differences between the gender and sex concepts.

Number of children born

This does not include stepchildren, adopted children, foster children, and wards of the state.
Sex at birth is a different concept to gender used elsewhere in this product, and a person's gender may differ from their sex at birth. The 2023 Census collected sex at birth to provide a richer picture of gender diversity, and for use in fertility statistics and population projections where there is a clearly defined need for sex at birth data. Data standard for gender, sex, and variations of sex characteristics has more information about differences between the gender and sex concepts.

Work and labour force data is produced by both the Household Labour Force Survey and Census of Population and Dwellings (the census). Results may differ between the two datasets because of different methods and timing.
Household Labour Force Survey data is only published for larger ethnic groups, where sample errors are small enough to allow for meaningful analysis of their labour market statistics. We say below which source is used for each section.

Individual's role in family nucleus
This section shows an individual’s role in their family nucleus for people who identify with the Congolese ethnic group and are part of a household. The same is also shown for the Total New Zealand population ethnic group for comparison.
A family nucleus is a group of related people who live together in the same household. It includes parents and their children as well as couples with no children. Parents can include other relatives such as grandparents if a child's parents do not live in the same household. A child can be of any age provided they live with at least one parent and have no partner or child(ren) of their own living in the same household.

Tenure of household is different from individual home ownership included elsewhere in the tool. Individual home ownership shows whether or not a person owns or partly owns the dwelling that they live in. Tenure of household shows whether or not a dwelling is owned by at least one of the people that usually live there. If a dwelling is owned by at least one person who lives in it, the tenure of household for everyone living in that household is ‘owned’ regardless of who owns the dwelling.

Activity limitations
Learn about the activity limitations of people aged 5 years and over who identify with the Congolese ethnic group, and how this compares with the Total New Zealand population ethnic group.
Activity limitations is measured using the Washington Group Short Set on Functioning. There are six activities that a person might have difficulty with: seeing, hearing, walking or climbing stairs, remembering or concentrating, washing all over or dressing, and communicating. A person was considered disabled in the 2023 Census if there was at least one activity that they had a lot of difficulty with or could not do at all.
This data is taken from the 2023 Census. Results will differ from the 2023 Household Disability Survey because there are differences in how disability is measured. This data should not be used as an official measure of disability prevalence as it does not capture all disabled people. Disability prevalence estimates are only available from the 2023 Household Disability Survey. See Household Disability Survey 2023: Final content for more information about the survey. Activity limitations data for small areas is only available from the 2023 Census.
Disability indicator by age
This section shows the percentage of people in each ‘life-cycle’ age group with at least one activity limitation. This is shown for people who identify with the Congolese ethnic group (columns on graph) and the Total New Zealand population ethnic group for comparison (horizontal lines on graph).
If someone has a lot of difficulty with an activity or cannot do it at all, this is counted as an activity limitation. People were considered disabled in the 2023 Census if they had at least one activity limitation out of the six activities asked about.

New Zealand index of socioeconomic deprivation

The New Zealand index of socioeconomic deprivation is created by the University of Otago from census variables across eight dimensions: communication, income, employment, qualifications, home ownership, support, living space, and dwelling condition.
A socioeconomic deprivation decile is calculated for a small area, rather than for each person or household. The data below shows people by the socioeconomic deprivation decile of the area they usually live in. The higher the deprivation decile, the more socioeconomically deprived the area.

Household Labour Force Survey
Labour market has more information including latest releases. Work and labour force data shown in ethnic group summaries is from the Household Labour Force Survey as well as the Census of Population and Dwellings.
The Household Labour Force Survey produces official estimates each quarter of the numbers of employed and unemployed people, those not in the labour force, and the official unemployment rate for New Zealand.
Ethnic group summaries are updated annually with March year data from the Household Labour Force Survey.
New Zealand index of socioeconomic deprivation
Socioeconomic Deprivation Indexes: NZDep and NZiDep, Department of Public Health has more information about methodology and results. The New Zealand index of socioeconomic deprivation is produced by the University of Otago using census data.
Household Economic Survey
Wellbeing has more information, including latest releases, for life satisfaction and child poverty. Data shown in ethnic group summaries is from the Household Economic Survey. This is an annual survey that runs from July to June each year, designed to measure the social and economic welfare of New Zealanders.

Stats NZ expects that, when working with census data, it is done so with a positive purpose, as outlined in the Māori Data Governance Model (Data Iwi Leaders Group, 2023). This model states that "data should support transformative outcomes and should uplift and strengthen our relationships with each other and with our environments. The avoidance of harm is the minimum expectation for data use. Māori data should also contribute to iwi and hapū tino rangatiratanga".
