Key facts
- In December 2021, the seasonally adjusted number of new dwellings consented rose 0.6 percent, after rising 0.6 percent in November 2021.
- In the year ended December 2021, the actual number of new dwellings consented was 48,899, up 24 percent from the December 2020 year.
- The annual value of non-residential building work consented was $8.2 billion, up 16 percent from the December 2020 year.
- In the year ended December 2021, the number of new dwellings consented per 1,000 residents was 9.6, compared with 7.8 in the December 2020 year.
New dwellings consented
In December 2021, 4,128 new dwellings were consented, comprising:
- 1,823 stand-alone houses
- 1,653 townhouses, flats, and units
- 397 apartments
- 255 retirement village units.
The number of dwellings consented each month can vary significantly due to timing of large multi-dwelling projects, such as townhouses and apartment buildings.
The seasonally adjusted number of new stand-alone houses consented rose 0.4 percent, after falling 6.2 percent in November 2021.
In the December 2021 quarter, the seasonally adjusted number of new homes consented fell 1.2 percent, after rising 2.6 percent in the September 2021 quarter.
Regional new dwellings consented
By region, the numbers of new dwellings consented in the year ended December 2021 (compared with the December 2020 year) were:
- 20,529 in Auckland (up 23 percent)
- 5,128 in Waikato (up 27 percent)
- 3,656 in Wellington (up 20 percent)
- 7,822 in rest of North Island (up 25 percent)
- 7,714 in Canterbury (up 31 percent)
- 4,046 in rest of South Island (up 16 percent).

The year ended December 2020 included the COVID-19 alert level 4 lockdown period in late March and April 2020, which disrupted consent issuance across many territorial authorities.
New dwellings consented per 1,000 residents
The number of dwellings consented per 1,000 residents across New Zealand was 9.6 for the year ended December 2021, compared with 7.8 in the December 2020 year. The record number of new homes consented per 1,000 residents was 13.4 in the year ended December 1973.

Non-residential building consents
In the year ended December 2021, non-residential building consents totalled $8.2 billion, up 16 percent from the December 2020 year. This series can be influenced by price changes – non-residential construction prices (as measured by the capital goods price index) were up 6.3 percent in the September 2021 year.
In the December 2021 year, the non-residential building types with the highest values were:
- education buildings at $1.5 billion (up 22 percent)
- factories at $1.3 billion (up 62 percent)
- storage buildings at $1.1 billion (down 8.8 percent).
